IT czar Satyanarayan Gangarm Pitroda akaSam Pitroda [ Images ] has been appointed advisor to Prime Minister Manmohan Singh [ Images ] on infrastructure, innovation and information. Pitroda, 60, who was appointed to the new post on Tuesday, will have the rank of a Cabinet minister. Pitroda, who is also the chairman of National Knowledge Commission, will advise Singh on integrating information communication technology in the sectors of infrastructure, health, justice and information. "I was appointed yesterday. We look at organising integration of national knowledge network and broadband connectivity for better service delivery to the citizens," Pitroda told PTI. He said he would work for the promotion of ICT in all social sectors and in infrastructure. "We will develop an action plan for the next decade which will be a decade for innovation and infrastructure," he said. Pitroda's appointment is the second high-profile appointment made by the prime minister after roping in former Infosys [ Get Quote ] co-chairman Nandan Nilekani to head the Unique Identification Authority of India. Not many of us know that Pitroda, architect of telecom revolution in India, first used a telephone only after moving to the US. By emphasising on accessibility rather than density, Pitroda succeded in introducing telephone to some of the remotest corners of India. Pitroda is not only a technocrat but a visionary as well and has made strong case for food, clean water, and adequate shelter for the unprivileged section of the society. Pitroda is the chairman and CEO of World-Tel Limited, an International Telecom Union. He is also the chairman of National Knowledge Commission, chairman and founder of Sevend high-technology, founding chairman of a non-profit Foundation for Revitalisation of Local Health Traditions in India. Pitroda holds over 50 patents. As head of the NKC, Pitroda had submitted a series of reports for reforms in higher education, elementary education, health, agriculture, traditional medicine and ICT. Government is considering most of his recommendations. As recommended by NKC, the government has also started an innovative project, a National Knowledge Network, for giving broadband connectivity to about 100 science laboratories and research institutions. Pitroda was awarded the Padma Bhushan this year for his contribution to Science and Engineering. He is also a recipient of the Rajiv Gandhi [ Images ] 'Global Indian' award. Born in Titlagarh, Orissa, Pitroda did his schooling at Anand Vallabh Vidyalaya in Gujarat and Masters in physics and electronics in Baroda. In 1964, he went to the US and did his Masters in electrical engineering in Chicago. Thereafter, he worked at GTE and formed Wescom Switching, Inc. In 1984, Pitroda was invited to return to India by then Prime Minister Indira Gandhi [ Images ]. On his return, he started the Center for Development of Telematics (C-DOT), an autonomous telecom R&D organisation. In 1987, he became advisor to Gandhi's successor, Rajiv Gandhi. Lieutenant General PC Bhardwaj, took over as Vice Army Chief today at South Block, New Delhi.
Lieutenant General PC Bhardwaj was commissioned into First Battalion the Parachute Regiment on 14 Jun 1970. The General is an alumnus of National Defence Academy, Indian Military Academy, Defence Services Staff College, Wellington and National Defence College. A specialist in Special Operations he was the first person from the Indian Army to undergo the rigorous Commando Divers Course at Naval Diving School. He excelled on the course, qualifying as an instructor. He has also attended the prestigious Special Forces Officers Course at Fort Bragg, USA doing well again and earning an instructor rating.
As a 2Lt in the 1971 war, he was awarded the Vir Chakra for conspicuous bravery. He commanded his parent unit, 1 PARA (Cdo) in CI Ops in the East and was awarded the Shaurya Chakra for a daring rescue operation. He commanded a Mountain Brigade in Nagaland and also the elite Parachute Brigade. As a Major General he commanded Counter Insurgency Force Delta in Doda/Kishtwar and thereafter was appointed as the General Officer Commanding Delhi Area, where he was awarded the Ati Vishisht Seva Medal for distinguished service. The General Officer commanded 14 Corps, responsible for the vast areas of Ladakh and the Siachin Glacier before assuming command of Northern Command on 01 March 2008. For his distinguished service rendered, he was awarded the Param Vishisht Seva Medal on 26 Jan 2009, making him the most decorated soldier in the Indian Army.
He has held many prestigious Instructional and Staff Appointments. He served as an Instructor at Infantry School Mhow and at the Counter Insurgency and Jungle Warfare School. He has been a Brigade Major of an Infantry Brigade and Deputy Director General at the Directorate General of Military Operations, Army Headquarters. He was appointed as the Defence Attache at Embassy of India, Yangon (Myanmar) from 1994 to 1997.

Paris: In what can only be described as a stunning upset, Irina Bokova, Bulgaria’s former foreign minister and current ambassador to Paris became the first woman to head UNESCO, the Paris-based United Nations agency for education science and culture. She also became the first person from the former Soviet bloc countries to be nominated to this post.
Ms. Bokova was elected on Tuesday by the organisation’s 58-member Executive Board, winning 31 votes to defeat her rival, Egypt’s culture minister Farukh Hosni, who polled 27.
Yukio Hatoyama was on Wednesday appointed as Japan’s Prime Minister following his party’s landslide victory in the August 30 general election.
Mr. Hatoyama was appointed as Prime Minister at the plenary sessions of both the House of Representatives and the House of Councillors in Tokyo. He became the 60th person to hold this office and the 93rd Prime Minister
Mr Subroto Chattopadhyay, chairman of the Peninsula Foundation, has been unanimously elected as chairman of the Audit Bureau of Circulations (ABC) for 2009-10.
Mr Vijay Darda, chairman, Lokmat Group, representing Lokmat (Marathi daily), was unanimously elected as deputy chairman of the bureau for 2009-10, an Audit Bureau of Circulations press release said. The election to the bureau's council of management was held at the 61st annual general meeting of the bureau here on Monday.
Mr Chattopahdhyay had earlier worked in ITC and Pepsico where he was an executive director. He was the chairman of the Indian Music Industries as well as a trustee of Washingtonbased development agency Technoserve.
Mr Ravi Pisharody, president, commercial vehicle business unit, Tata Motors, Mr Vikram Sakhuja, CEOSouth Asia, Group M Media India, and Aritra Sarkar of ABP Group were the new members of the bureau's council of management.

He is replacing Syamal Gupta, who has stepped down from the position following his retirement, Tata Elxsi said in a statement to the Bombay Stock Exchange. Sujit Gupta, a director of the company, has also stepped down due to ill-health, the company said.
